Hazardous Material and Asbestos Inspection Case Study
Global has been contracted by the Genesee County Land Bank Authority (GCLBA) to complete pre-demolition hazardous material and asbestos inspections on blighted structures located in the City of Flint beginning in 2002 and continuing through the present. In March and November 2013, Global was awarded multiple contracts from GCLBA, which utilize MBEG and HHF funding sources to eliminate
blight and stabilize communities. GCLBA was awarded $3,713,240.00 from the State of Michigan to demolishblighted structures within project areas under the MBEG funding and an additional $22,707,907.00 in HHF through MSHDA funding. Global has conducted over 1,250 residential inspections and 19 commercial inspections since March 2013. The commercial and residential properties were tax reverted to the county and were unable to be sold through auction.
A thorough inspection of each commercial or residential property was completed by a Global team which included a Michigan Accredited Asbestos Inspector, Environmental Scientists, and/or Engineers. The inspection consists of identification, sample collection and quantification of suspected asbestos containing materials (ACM) as well a listing of hazardous materials and their locations. Following
the inspection, asbestos samples were sent to a laboratory and analyzed using polarized light microscopy (PLM) by a NVLAP and NIST accredited laboratory in accordance with 40 CFR CH.I (1-1-87 Edition) Part 763, Subpart F, Appendix A, pp. 293-299. A report for each house was then provided to the appropriate GCLBA personnel.
Following completion of the individual report, Global also provides assistance to the GCLBA for preparation of contractor bidding documents for the asbestos abatement and hazardous materials removal.
