This note reflects on Council Regulation 2173/2005/EC establishing a licence scheme for the import of timber into the European Community. This regulation forms part of the EC’s larger framework to combat the international trade in illegally harvested timber. The regulation carries out one of the requirements highlighted in the EU Action Plan on Forest Law Enforcement, Governance and Trade (FLEGT). In particular, it sets out a legal framework for a voluntary licence scheme pertaining to transactions between the Community and timber producing partner countries.
