This report describes the results of a mission to support the Government of Malawi in conceiving viable Public Private Partnership (PPP) models for financially sustainable irrigation development and management in general, and carry out specific options analysis for starting a PPP process for the proposed Shire Valley Irrigation Project (SVIP). After an introduction presenting the background of the mission, the report continues with an overview of public irrigation development in Malawi. Next it discusses private sector involvement in irrigation development. It next assesses the legal and regulatory framework for PPP development, and defines the stakeholders and outputs of the PPP study. Section 2 begins with a discussion of awareness raising and stakeholder feedback, a capacity strengthening and study tour, and the organization of a national workshop. Section 3 identifies PPP options for the Shire Valley Irrigation Project. The report concludes with a discussion of advantages, drawbacks and recommendations. Following are Annexes 1-4. Annex 1 is a comprehensive legal framework analysis. Annex 2 contains notes of the questions and Answers sessions. Annex 3 consists of PowerPoint presentations at the Q&A sessions. Annex 4 contains a financial simulation.
