Bergeson & Campbell, P.C. Adds Government Affairs Advisor, Maximilian A. Merrill, MS, to Agriculture and Public Policy Practice
Bergeson & Campbell, P.C. (B&C) and its consulting affiliate, The Acta Group (Acta), are pleased to announce that Maximilian A. Merrill, MS, has joined our firms as a Government Affairs Advisor. Mr. Merrill is an experienced policy analyst and lobbyist, hydrologist, and farmer who has spent the last decade leading regulatory and policy advocacy efforts for the agriculture and commodity grower communities at the local, state, and federal levels. He is based in B&C's Washington, D.C. office.
Mr. Merrill's areas of expertise include the Clean Water Act (CWA) and related rules, the Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), with particular focus on how these policies affect clients at all points in the agricultural value chain. He has substantial educational and experiential background in water issues, including undergraduate and graduate degrees in natural resources and hydrology, a J.D. from Vermont Law School, and work as a cartographer and wetland scientist, as well as an established track record representing clients' interests with regulatory and legislative leaders in Washington. His wide range of clients includes agribusinesses, trade associations, and non-profit coalitions.

Prior to joining B&C, Mr. Merrill served as Federal Government Affairs analyst for Western Growers, a trade association of local and regional family farmers in California, Arizona, and Colorado; Government Relations specialist for American Rivers; and Environmental Programs and Policy Specialist for the North Carolina Department of Agriculture. He has also worked for the Environmental and Natural Resource Law Center of Vermont Law School, North Carolina State University, and The Land Trust for Central North Carolina. Mr. Merrill developed his love of the natural environment growing up in the Allegheny mountains of Pennsylvania, and his affinity for agriculture and the outdoors continues to find expression in hunting and fly fishing, and time spent at his once-fallow family farm, pounding in more fence posts, reclaiming fields, and helping to raise bison.
