Under subcontract to Infinity Technology Inc., Riverside Technology inc. continued its support to NOAA/NESDIS Independent Review Team (IRT) activities. Chaired by Mr. A. Thomas Young, former Director of the NASA Goddard Space Flight Center and President/COO of Martin Marietta, the IRT completed its third independent evaluation of the NESDIS mission since 2012, providing expert analysis of how NESDIS is addressing its challenges and opportunities. Riverside’s Director of Federal Programs, Mr. Brian Mischel, supported the IRT as Executive Secretary providing organizational and logistics support to the IRT’s activities while Ms. Meredith Wagner from our TPIO team provided Secretariat support. The IRT final report has been submitted to NESDIS and successfully briefed to NOAA and NASA senior leadership, the Department of Commerce, the Office of Management and Budget (OMB), and the House and Senate staffs of the appropriate appropriations and authorization committees. Riverside supported the JCSDA in recent efforts to 1) shorten the time needed to start using data from new satellite sensors, and 2) improve the Numerical Weather Prediction (NWP) capability of the NOAA operational Global Forecast System (GFS) by enhancing the Global Statistical Interpolation (GSI) assimilation system. The focus of these efforts is to exploit new passive microwave satellite sensors not currently assimilated; to increase the number and types of observations assimilated from all satellite sensors, including those affected by land-surface emission, clouds, and precipitation; and to assess the impact on NWP forecast skill due to the loss of polar-orbiting satellite data. To exploit new satellite data, the GSI was extended to assimilate brightness temperature observations from both the Global Precipitation Measurements (GPM) and the Global Microwave Imager (GMI). Initial assessments when GMI data are assimilated have shown better GFS forecast accuracy of hurricane tracks, for example.
Riverside Technology, inc. has provided support in various forms to the National Oceanic and Atmospheric Administration’s (NOAA) Office of Project, Planning and Analysis (OPPA), formerly the Office of Systems Development (OSD), since 2007. OPPA, which is under the NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS) office, first hired Riverside for technical support and system engineering services for advanced system planning; database implementation; budget analysis and planning; and trade studies under a Technical Support, Systems Engineering and Engineering Services (TSSEES) IDIQ contract.
Riverside was also recently awarded a new support contract providing management support, information management systems and operations; analysis, visualization, reporting, information technology, and strategic communication; and technical liaison services. Our work will further TPIO’s goal of helping NOAA provide the highest caliber environmental intelligence to citizens, planners, emergency managers, and other decision makers.
Because of a potential gap in the Joint Polar Satellite System (JPSS) coverage beginning in late 2016, the National Oceanic and Atmospheric Administration (NOAA) has taken action to address the potential degradation in the quality of products and services provided by the National Weather Service (NWS). Those actions include chartering this JPSS Gap Mitigation Analysis of Alternatives. Conducted by Riverside Technology, inc., this study aims to help preserve NWS product quality in the face of a loss of satellite data from the afternoon polar orbit. Riverside’s study cast a wide net across the national and international weather enterprise, soliciting ideas from NOAA and external government, academic, private, and public sector sources, collecting 144 inputs. After careful examination, Riverside narrowed the options to 12 ideas deemed to be of high merit.
