A range of expert events focusing on current topics in arable farming such as application of modern agricultural equipment and machinery, plant protection and fertilization will be held within the scope of this exhibition.6 - 16 OctoberThe agricultural products fair - in the outdoor area of the All-Russian Exhibition Centre numerous stands will be offering regional specialities and agricultural products from all over Russia. 13 - 16 October‘Animal Production and Animal show’ (halls 20,32) and ‘Food’ (Hall 57) - from regions of Russia and foreign community stands from the food sector.The opening ceremony will take place on 6 October 2011. Deputy Prime Minister Viktor Zubkov, Minister of Agriculture Elena Skrynnik and other official representatives are expected to attend. zurück zur Titelseite?Dynamic and international – AgroTech Russia 2011back to front pageNewsletter No. 4September 2011 Page 5With around 500 exhibitors having registered, AgroTech Russia 2011 has already achieved a good result. The organizers have noted a substantial increase in the volume of space required, so that a second hall has now been added. Thus AgroTech Russia 2011 will take place in halls 75 and 69 and in the open air area.The number of exhibitors has risen in several sectors, but the ‘soil cultivation, seeding and plant care technology’ sector has shown the strongest growth with companies such as Berthoud Agricole, Sulky Burel, Gregoire-Besson, Tecnoma, Bargam, Horsch, Amazone, Monosem, Strom Export s.r.o., SMS, Caruelle, Farmet etc. all taking part. ‘Spare parts and components’, ‘plant protection, fertilizer and seed breeding’ as well as ‘harvest storage and processing’ also exhibit a strong growth impetus. Forage harvesting machinery is being presented by firms such as Krone, AG Bag and Kuhn whilst potato and sugar beet technology is represented by Grimme, Holmer, Ropa, Gomselmash, Double L etc.Foreign participation also looks to be good this year. Germany still leads the way with 50 companies exhibiting, but the Netherlands are not far behind with 38 and Italy will have 32 companies on site. However French (11), Chinese (14) and Turkish (9) companies are also demonstrating noticeably greater interest in AgroTech Russia. The strongest Eastern European countries are Belarus with 27 exhibitors and the Ukraine with 12.In addition to the exhibitors with their individual stands, AgroTech Russia also offers some joint stands. In the case of Germany, the joint stand has been organised by the German Federal Ministry for Food, Agriculture and Consumer Protection (BMELV). The Dutch Ministry for Agriculture, Nature and Food Quality is also backing companies from the Netherlands in their business endeavours in Russia by organising a joint stand at AgroTechRussia.The Italian agri-machinery association UNACOMA will be presenting another 14 companies.Denmark also takes part in the exhibition with its own Country Pavilion, which is being supported by the Danish Ministry of Food, Agriculture and Fisheries.Click to download the latest list of exhibitors at AgroTech Russia. zurück zur Titelseite?AgroTech Russia 2011 Technical Programme - Focus on innovativedevelopments back to front pageNewsletter No. 4September 2011 Page 5Every year the technical programme that accompanies the AgroTech Russia exhibition offers visitors a platform where they can discuss key issues. The experts that take part in the technical programme have the chance to learn about the latest developments and technologies in the field of production and agricultural machinery. Furthermore, they can make new contacts here and exchange experience as well as expand their own specialist knowledge.The official opening ceremony, including a tour of the exhibition by the Agriculture Minister, will take place on 6 October 2011. On 7 October , the Agriculture Ministers from the Black Sea countries are scheduled to meet for a high-profile meeting and a subsequent tour of the exhibition, too.The technical programme includes the following conferences:•Innovative Technologies and New Generation Technology – The Basis for Modernizing Agriculture’•International Conference on ‘Empirical Experience and Development Perspectives for Bioenergy Projects in Russian Agriculture’•‘Machinery Test Stations and Their Role in the Technical and Technological Modernization of Agricultural Production’. Government guarantees farmers protection following WTO accessionRussian President Dmitry Medvedev assured his country’s agricultural producers they could be sure of receiving adequate customs protection for key areas of production even after Russia has completed the WTO accession process. Indeed, in some cases import duties are even set to increase. Medvedev stressed the fact that state support would not be cut back and that financial assistance amounting up to EUR 6.3 billion per year is scheduled through to 2012. After this date, state support will be lowered gradually, but will not fall below the present level.Source: ?Prices for Russian and Belarusian potassium increase yet again The export company founded by the Russian producer Uralkali and the Belarusian producer Belaruskali has again raised the price of its granulated potassium chloride which is scheduled for export to Brazil. The company had already confirmed a first price increase in May of this year. The new price per metric ton, including freight costs to the port of destination, is US$ 550 (EUR 386.43) for bulk buyers and US$ 560 (EUR 393.46) for smaller buyers, making it US$ 30/t (EUR 21.08) more than before. The price increase is being driven by the high international demand for potash fertilizers at a time when there are limited market supplies. Yet another major reason is that the prices for agricultural produce have gone up on international markets. Source: Agra-Europe of 4 July 2011• German agricultural exports to Russia now increasingly dynamicGerman agricultural exports rose substantially in the first six months of 2011. Preliminary statistics speak of Germany exporting agricultural and food products worth around EUR 27.3 billion. ‘That’s an increase of around EUR 2.7 billion or 11.1 % over the same period in the previous year. Exports have thus reached a new record high,’ said German Secretary of State, Dr. Gerd Müller, in Berlin on 25 August 2011. He then went on to say that the positive developments from 2010 are thus continuing. Around three quarters of profits come from exports to EU countries, however the percentage share going to the new Eastern European states is constantly increasing (+ 18.7 %), whereby exports to Russia are developing particularly dynamically. Indeed, with a growth rate of 18.6 %taking it to EUR 907 million, Russia was the largest third-country market, ahead of both Switzerland and the United States.Source: zurück zur Titelseite?Latest news from the Russian agricultural sectorback to front pageInfobrief Nr. 4September 2011 Page 7? New regulations for agricultural land now in forceThanks to the change in the law governing the use of agricultural land which came into force at the start of July, some 1 million hectares are to be farmed again. Russia’s Agricultural Minister Jelena Skrynnik explained this latest development to the farming journal ‘Rossijskaja Gazeta’ on 2 August 2011. Certain obligations pertaining to the purchase or leasing of agricultural land by farming enterprises, including private farmers, have been eliminated or the bureaucratic formalities that accompany them have been simplified. According to the Russian Public Prosecutor’s Office, insolvency alone is accountable for more than 960 000 ha of unused land up and down the country. Previous legislation did not allow for the redistribution of this land whilst insolvency proceedings were ongoing. The upshot was a loss of leasehold rent and tax revenue but also the degradation of agricultural areas. The Agriculture Ministry’s plan is to insure up to 80% of the crops. However, this is a long-term objective and one that cannot be accomplished within the space of a year. Nonetheless, Minister Skrynnik emphasized the fact that this is the ideal they are working towards. She also pointed out that insurance cover is provided for in the government’s support package, ‘Owing to the fact that insurance premiums have gone down, the government will subsidize them by 50%. Also, not just one organisation will be responsible for guarantees but an entire pool of insurers. The new regulations are scheduled to come into force as of 2012. ‘Farmers must understand that this will protect them against negative developments – not just in terms of crop farming but with regard to animal husbandry, too’, explained Minister Skrynnik. Source: Interfax Selskoe khozyaystvo i prodovolstvie, No. 30 of 30 August 2011• Financial support for agricultural sector in RussiaAccording to a press statement by Russia’s Agricultural Ministry, the Russian government has granted its various regions subsidies totalling RUB 76.16 in a bid to boost national agriculture.In this statement from 19 August the ministry states that Russian farmers have received RUB 57.6 billion, some RUB 19.7 billion of which came from the regional budget.This year alone some RUB 125 billion have been earmarked for agricultural support measures. Of this, some RUB 111.8 billion (90%) are subsidized.Together with assistance from the regional fund, the total volume of state subsidies for the agricultural sector is RUB 149.1 billion. This breaks down as follows: 75 % (RUB 111.8 billion) from the federal budget and 25% (RUB 37.3 billion) from the regional budget.Funding for Russian agriculture was one of the themes tabled in the Agriculture Ministry’s operational meeting on 23 August 2011. The Executive Director of the SovEcon consultancy and research centre for agro-economics, Andrey Sisov, explained that the bigger companies were not interested in substantially lower purchasing prices for raw materials because they were wanted to oust smaller, antiquated competitors from the market. Russia’s oil mills have an annual processing capacity of up to ten million metric tons of sunflower seeds; only around 60 percent are processed at modern plants. Although the Russian Agriculture Ministry has not yet issued any estimates, the Agriculture Minister Jelena Skrynnik stated that some 86 % of market demand for plant oil is to be met by domestic production. According to Rosstat, the Russian Federal Statistics Office, the area of land under sunflower cultivation in 2011 has increased by 5.7% over the previous year to around 7.6 million hectares. Source: of 30 August 2011zurück zur Titelseite?Gomselmash opens works on the River VolgaThe Belarusian agricultural machinery producer Gomselmash has opened an assembly plant for combine harvesters in the city of Uljanowsk on the River Volga. According to the local agricultural authorities, the plant has already received 50 orders from farmers in the region. The machines are only assembled to order, reported the Moscow newspaper ‘RuralLife’. But regional interest in Gomselmash combine harvesters is very high, because these Belarusian machines - that are assembled and sold in the region - are heavily subsidized and interested buyers have the option of a bank loan to make up the remainder of the purchase price.Source: AgrarEurope? Zubkov fosters the development of agricultural engineeringThe Russian government press office reports that Russia’s First Deputy Prime Minister, Viktor Zubkov, has commissioned the Ministry of Industry and Trade with the strategic development of Russian agricultural engineering. This involves a longer-term plan that will take it through to 2020 and a medium-term plan up to 2013. This came about in the wake of the meeting by the working group for technical and technological modernization of the agricultural sector on 18 August 2011. The First Deputy Prime Minister announced that strategic development through to 2020 provides for a five-fold increase in the volume of agricultural machinery – from RUB 67 billion to RUB 350 billion. Production volume is scheduled to go up from RUB 36 billion to RUB 245 billion. ‘Russian and foreign manufacturers in Russia are to sell more than 65 thousand tractors and more than 9 thousand combine harvesters every year,’ stated Zubkov.Zubkov then drove this point home by saying that ‘developments in the export sector also play an important role here. If these measures are rolled out effectively, the volume of exports can be increased nine times over – from RUB 5 billion to RUB 46 billion.’The development strategy was prepared and coordinated by the working group together with representatives of the Ministry of Industry and Trade, the Association of Russian Agricultural Machinery Producers ‘Rosagromash’ and OAO ‘Rosagroleasing’. This strategy shapes the basic direction that developments will take in the agri-machinery sector and ensures this sector’s competitiveness.
