The new Austrian compost ordinance - a comparative study of compost quality policies and the legal framework in the european union
The European Commission is planning to elaborate a directive on the production and use of compost. In advance Austria seized the opportunity to support the Commission in its endeavours and arranged the Symposium 'Compost - Quality Approach in the European Union' in Vienna in October 1998. The aim was to provide a comprehensive information of the technical and organisation background of separate collection, composting and quality generation. Moreover the elaboration of an Austrian Compost Ordinance, following the precautionary principle of soil protection, was already in progress. The symposium proved evidence: (1) high quality levels of compost may only be obtained through a separate collection of organic wastes at the source; (2) there is a broad variance within the European Community concerning the policies of composting. Consequently Member States with high levelled soil protection measures are afraid to be forced to reduce their standards.
